今天收到一封约稿信（附后），信中好像说发表文章不收版面费，只收处理费（审稿费？），我不能断定会不会是以商业为目的的办杂志挣钱机构，因为我凡是在国外发表的文章，从来没有收过我任何费用（包括在PR系列杂志上发表的文章），而这家虽然声称只收处理费，对于中国人而言，恐怕也不少。还有比较关键的，刚开始创办，如何保证是SCI刊源？国内很讲究是不是SCI杂志。不过，NJP（新物理杂志）也是前几年才开始创办的纯电子版刊物，但仿佛一开始就是SCI杂志，而且影响因子在3.7以上。

特地问一问繁星网友、尤其是身在国外的网友，请帮我判断一下，谢谢！

这年头，凡是陌生人发来的要收费的信息，绝对是假的。不管有多大的回报，不管什么内容。

而且很多英文的信件其实是中国人写的。

I suggest you not to pay attention to it. Even if it is serious journal, it would not have any real impact.

的确，任何门槛低的东西价值都不大，这刊物文章任何人都可以免费进去下载，其结果必然造成低价值
